The GIMP. It's free. Basic form does more than what you need. If you outgrow it, there's plenty of addons to make it just as (if not more) powerful than the photoshoops.

I use inkscape, cus once you're done, you can infinitely scale with no loss or pixelation

You need a free Adobe ID, and it's a super old version (10 years old), but Photoshop is Photoshop. Adobe shut down their activation servers so you don't need to activate it.

+1 for Paint.NET. Windows only though.
GIMP is very powerful (also available on any system), much closer to Photoshop than PDN, but PDN is so easy and so much more comfortable to use. It's a more powerful MS Paint that is far more useful than MS Paint.
